この記事がほんとだとは信じたくないのですが・・・
USPTOはここまで危機的な状況にあるのでしょうか？
審査官には過酷な審査件数割り当て（日本の方がその上を行っていますが）があり、1件当たり数時間しか審査にかける時間がない。割り当てを2回失敗するとUSPTOを辞めさせられる。そんな状況の中で、審査品質の良し悪しによって審査官のボーナスが変わってくる。でも品質を審査する人間は拒絶した案件には興味を持たず、特許査定した特許の品質のみをチェックする（例えば、特許査定してはいけない案件を特許したとか）。
そこで、ある技術領域の審査官達はすべての特許を拒絶することを決め、そのグループに属するある審査官はこの2年以上の間1件も特許査定していない・・・

なんか信じがたい話ですね。この記事の著者も友人からの伝え聞きということですので真偽のほどはまだ闇の中ですが（まさか季節はずれのエープリルフールということはないでしょう）、この後の展開を追いかけるつもりです。

How in the name of all that is right in the world can there be an Art Group at the Patent Office that has just stopped issuing patents?
Apparently the reason for the change in policy was because the Quality Review folks do not look at applications that are denied, but rather only look at applications that have been granted. It gets worse though. An examiner's bonus is reduced in the event that Quality Review determines there is an issue and that a claim should not have been allowed. So what at least one group of examiner's has done is simply decide that they will never issue another patent as long as they work at the Patent Office.
